But here there are no (obvious) numbers: so any number (or number-like index) would need to be encoded into the Voynichese alphabet using an as yet undetermined tricksy method.

I should point out one non-obvious reason why this number-encoding scheme would need to be tricksy: the author is trying to avoid using repeated letters - simply transliterating (say) "XVIII" or "100" into the alphabet would fall foul of this constraint.
