I see no mention of "towers" in the French text. I would translate
"autour" as "around". If it were in two words "au tour" it could be
"the tower" (singular), but then there would be no "around".  

I suppose that the two "rochers" are to be understood as 
two rock-top castles; so the "war" is between two feudal 
cities.

Actually, the first two verses of the quatrain are not that opaque:
they are obviously predicting an eruption of the Vesuvius and the
associated earthquakes.  "Napoli", as any medieval scholar would have
known, comes from the Greek "Neapolis" = "New City".

Naples is obviously a more likely topic for a 14th century French
prediction than New York. And eruptions (like comets, eclipses, and
wars) are favorite topics for astrologers and prophets, for obvious
reasons: they are unpredictable, but any prediction that there will be
one will eventually prove true --- as long as one is not too specific
about the date...
