I just went through the first 20 pages of the herbal section as a
sample, and came up with 5 hooked gallows not in the first line.
If we also include the combination gallows characters, this number
comes to either eight or nine, I didn't keep track. So if this is
a fair sample of the rest of the VMS, the hooked gallows occur
much less often in non-initial lines, but they do indeed occur
elsewhere.
I would say that a good rule is that when a line begins with a
hooked gallows character, it is to be interpreted as the beginning
of a paragraph. Beyond that I'm not sure.
