I did something quite similar once. Note that step
3 is essentially reversible. Only in rare cases
will several plaintext words be mapped onto the
same code word.
Step 2 is far more difficult to reverse.

I did observe at the time that the 2nd order
character entropy goes down, but it does not
go down enough.
