I'm no expert, but I believe not.  

Why do I say that?  There are languages that incorporate  various forms (the, will be, was) into the word itself.  

Even in the romance languages they may be unidentifiable if encrypted due to gender.  Take French.  Je suis, tu es, vous etes, nous sommes, ils sont, etc.  German is worse.

However, I have thought about the same sort of approach.  Shouldn't we be able to find "is, and, the, or, etc" used often in the text? We find various words that appear quite often throughout the text.  8ar, al - et al.  Shouldn't they be identifiable as "common" words?  That's why I think the key will be found in the 2-letter and 3-letter words....that is, if Voynich spacing really represents word breaks.  

So far, no luck on that road yet.....

Q1 - Has anybody labeled all the words on a particular page with the number 
of times they have been used in the Ms?

Q2 - Would the frequency of mandatory words such as the verb "to be" and 
it's variants be approximately equal from language to language?
