try this:
a group of people, whom the secret services in late 1800-s Russia had sent to
Siberia (probably with a lot of provocations. lies and treachery, but this is
another story), so, this group of people made up a workshop of falsified
documents and - why not - old books.
The system worked in the same manner, as it did later, in soviet era - some
rarity somewhere was copied, the original was sold andthe former owner (museum,
church, private person)did not find out the fabrication very soon, if at all.
Every type of prison is a university of crime, youknow.
One of these men, you know a lot about him, escaped to London - he did not want
the secret services capitalizing on them. He was a polishman, you see, and
they forgot that these people very often are born fighters.
So - what about the illustrations?
probably they wanted to have some fun, to show how good they are? The pics could
be drawn by some prisoner, who had no education, but a big practice in drawing
nude ladies... ...as well as in Siberia in 1800-something, up to today in every
prison you could find such men...
and they could very well add some capitalization
later, V. himself added some text to the folio - it became a manuscript.
(I still suggest, its in the rhythm of native singings from somewhere, where
Europe meets Central Asia).

PS.
We may also ask, why the secrer services are so-so interested about the
manuscript since we have some "hard" evidence about it (1915 or so)? Did they
know,V. is writing a diary or something enshiffre? Was they afraid, he is
telling something not very pretty about them?
