There are plenty of fair haired, blue-eyed women in northern Italy. The dark hair is more of a stereotype.

I've been very interested in the clothing worn by the ladies in
the VMS, and also some of the head gear. One of the things I find
even more interesting is the hair color.
We have three folios in color that have women depicted in the
drawings, f75r, f78r, and f82r. In each of these three the women
are fair-haired, something I wouldn't expect of an Italian
manuscript. The hair in 75r and 78r, and even more so in 82r, is
blonde to very light brunette. In 82r we have blonde hair, yellow
flowers and a woman with blue ribbons.
Even when I take into account a weathering effect and color
correct the green to a much darker shade, the hair is still
blonde. The blue shows little sign of fading, and the brown is
slightly faded but not weathered. I'd say that blonde, or at
least "fair haired" was the original intention.
Any ideas on why this would be in an Italian manuscript?
