It's nice to find something we can agree on, and here are two
things in a row! :-) Seriously, I believe you are correct on both
counts, that this is *NOT* a single alphabet cipher, and that many
of the labels are indeed taken from a single alphabet.  Beware -
consecutive labels most probably are not from the same alphabet.

The working theory from my direction is that the alphabet is
changed after each word.  In some cases I have been able to read a
full 24 characters before the change, but these are few and far
between.
