Well... at the risk of sounding like Bill Clinton, it depends on what you 
mean by "wrote". :-9

I think the original set of manuscripts were written by various Northern 
Italian people circa 1460, and that it was probably commissioned by Cicco 
Simonetta, using a code which he had himself designed.

I'm now starting to think that the first few (say, four) herbal quires were 
written by one person (and really are a herbal), but that much of the 
remainder of the herbal quires are actually steganographic (though I don't 
know what they actually contain).

Again, opinions differ (even my own). :-)
