If I understood correct, this is a 1st order transition probability table: 
given character "x" find the frequencies all other characters following it. 
This has been done many times before on the vms, not only for first order, but 
for higher orders as well.
Can I point you to read about entropy in language? Bennett's book is not only 
very good, but also has simple computer code listings, transition probability 
tables, and a couple of pages on the VMS and its entropy content.
You may also find quite a few threads on this type of analysis in the list 
archives.
