VMs: Text generator continuator flags

I just had the thought that these C flags might have a weighting attached to
them, Say values of 1 to 3. 1 would mean it can only appear near the
beginning of words, 2 that it can float anywhere within a word and 3 meaning
the next item must be a terminator. Just a thought.
