It could be either. At this point we do not know. I guess the point is that section initials mean "something". Certain line initials (p,f,t,k) seem to be required at the start of text breaks. My guess is that they are "paragraph" initiators (ie - a change in idea or focus) but it could also be an encryption table change, for instance.
I am studying these in more detail now to try and determine if we can determine which. This is also helping me determine where text starts actually are in the circular diagrams (Look for the text that begins with "p").
