My thanks for going to the trouble to find the gallows in question for me.
The "tail" of the gallows is consistent with a quill lift after pressure by
a right handed person (this helps Nick's question too - the writer was
definitely right handed a left handed person would have "ticked" in the
opposite direction).
None of the examples given could have been made other than by a downward
line and a lift - there are no pen stops or lifts before the final lift.
I've compared the Voynich GIF and Voynich PDF CD ROMs to the 4-colour repo
and I can say with great confidence that any apparent "c" endings on gallows
are visual artifacts: at least on f78r they are anyway ;-)
