VMs: Administrivia: reminder on attachments

Please don't include attachments (like zip files) or use HTML in
messages to VMs-list: plain text only.  If you want people to read
long things or formatted material, put them on a web page and just
send the URL.

Jeff's recent attachments were rejected by at least one recipient's
email system -- one that reported it to me without dropping it silently,
anyway.
