VMs: Note on the Gallows Letters

There is a set of four gallows with both legs on the ground, and
a set with the right leg lifted.

The third set available, with the left leg lifted, seems to have been ignored.

Maybe the Author ran out of letter values before getting to them (or else
needed one more, but chose to use the "4" letter instead of breaking up
the set), or didn't think of them.

Can anything useful be deduced from this?
