   I have never seen seen anything like that in use, especially not in CE/EE languages. Also the little accent below 'o' in 'multos' looks like something that was not inteded (velum flaw, dirt, pen slip). On the other hand the bar is carefully drawn.
   Again, this doesn't seem to mean anything at this point since the text looks like gibberish.
