I'm not sure about this.   With any sort of single grill device there
are fixed relationships between components.  Knowing the absolute grill 
position determines all of the characters.  Knowing the first character 
constrains the grill to a small subset of positions which constrains the 
possibilities of the other characters.  

Whereas in a wheel device, knowing the first character, or even the 
absolute position of the first wheel does not constrain the other wheel 
positions.   In a 3 wheel system there are 3 degrees of freedom, but
in a 2D grill system there are at the most 2 ?   In fact, if the movement
of the grill is not arbitrary but follows a pre-determined pattern then
there is only 1 degree of freedom.
