Here is the story, from the author himself:

Oops, I apologize for causing any confusion on the MS list.
The SB428 MS was kind of an inside joke created to accompany
a larger piece of fan fiction my friends and I wrote. And yes
the majority of it was based largely on the Voynich font. The
reason I didn't change the "w" to "uu" was that I just directly
put the Voynich font over an existing text file just to make it
look cool. I was going more for a look, than for a distinct,
accurate file that people could read. In fact, I never figured
anyone would try reading it! The original text file that I used
was the instruction manual to one of my favorite really old games
called "The Cosmic Balance" by SSI. Hence the whole, "insert
your disk into the disk drive" statement. If you really want
more of the MS, let me know, and I'll have to root around and
see if I can find the original pages. Its been quite a while
since I made this, but I know I would have never thrown it out,
I just have to find it.
P.S. I figured that when I said it was discovered by Prof. Henry
Jones Jr. (University of Chicago), that it would be a dead
giveaway as an inside joke. That's Indiana Jones!
I'm glad you seemed to have fun with it though and I am
surprised no one got the Cthulhu mythos references.
Thanks for letting me know.

Mundi" is quite independent from Rugg, whether it predates it
or not.
