Have you seen Frogguy and Stolfi's JSA encodings? 
Your suggestion is very close to those (below).
Stroke-based encoding is very difficult to analyse because one introduces the 
problem of cc c, c cc, ccc, c c c, and the need of another character to 
separate strokes. To avoid this one creates new characters that merge those 
highly correlated basic strokes and ends up more or less with the alphabets 
we use now. :-/

The transcription of the 3rd word in the example you gave f87v.P.1 should be 
<cpheodar>, not <cphodar> (you transcribed correctely in ST, but not in EVA.
The last but one word seems to be <oeeeochody> as there is no stroke 
connecting the e's from above.

Another problem: eva <ch> as ST [ee] is ambiguous, one cannot tell if they are 
connected from the top of the bottom of the stroke. (one cannot differentiate 
between (ch) and (ee).
