I agree, (IT IS / SELF-contained)& simpler than you think, the method 
(i've been 
spouting) is a 'simple FOLDED piece of paper', once you know this 
_'mechanical (fold/flip) process'_ you can CODE and DECODE your "coded 
voynich message(s)". 
The "Key(s)" ~vms missing pages?~ are NOT required (if they were even 
included in the vms (but pages ARE MISSING (per ES)). Each page has it 
STARTING GALLOWS, EACH Paragragh has its '_where to now_(?) gallows 
character(s)'... This FACT is obvious througout the entire manuscript 
to most all.

THIS (folding technique) WORKS:

o between parties
o without prior transmission(s)
o or two parties with an 'identical grill(s)'
o or alphabetical wheel (although voynich *spins*/Rotates per ES
o "Folding Key" _is STATIC_ in use, but ~Scrambles~ on a Gallows char.
  (per scribes whim).....

What is a 1 time pad style?  - sounds good to me :-) 
~Folding allows 2 english (alpha) and TWO (2) numerical areas 
(pointers) 1-9 numbers to be hidden in pointer char's!

fishing is good, I like chess also (smiles), but MY specialty (if one

(LEGALLY). the vms is _liken'd_ (to my minds eye anyway) to a dual 
combo Yale Safe.. that is 2 
dails (gravity feed fences) where sometimes your working on the top dial, 
then sometimes your working on the bottom dial... each (BOTH) wheel 
pack(s) has 
4 wheels (gallows 1,2,3,4), their placement/mirror (position) is 
crucial to 
opening, ~Cracking~ the safe (vms code) OPEN!!

maybe this is why ES stopped by me??, H*ck - i don't know - read the 
archieves here.

The Folding Key (note you guys/gals approach it from the _bottom up, 
and) I'm trying to describe it to YOU from the TOP DOWN_... it's just 
HOW to do it, I won't be able to read it (once deciphered i'm sure) 
so, when you *see* it, let me know what it says etc... I'm pretty sure 
it is very _very_ relevant, and "its time is NOW!" (per ES)
