Frogguy is right. But this translates the problem
to another one: why is (Frogguy) ct not written as
cc?
This is to distinguish between the cases where
the two characters are connected (ct case) or not
connected (cc case).
Or back in Eva: the character 'h' is an 'e' which
is connected to the previous one.
