I suppose the "modern pronounciation of Latin" varies with the
speaker's mother tongue.
The pronounciation for "c" before "i"/"e"/"ae"/"oe" that I recall
hearing in church as a kid was "tch", probably by analogy with
Italian. I don't recall what English speakers do with such "c" (but
they sure do rather funny things with the vowels 8-). And some German
speakers seem to believe in hard sounds for "c" and "g", whatever the
vowel.
