Relatively recent development; immigrants stereotyped as laborers or
servants (agricultural or industrial) have always had to put up with
this sort of thing.  Cf Irish, Swedish, etc immigrants at various
times.  As for why in general, it's one of those things about which
the gods themselves are powerless.
