If it is a codebook-based cipher, where each word 
and each common expression of the plaintext is 
replaced by a number, then it is equivalent to
a text written in an unknown language, with this
only difference that the word-order of this 
unknown language will be the same as that of
the source language. Consequently, the "unknown-
language approach" cover the case of a codebook
cipher.
