After reading this in total agreement, it dawned on me that there
is no rule in the Voynich that is followed 100 percent.  The last
line of folio 1v contains a hooked gallows, and there are a few
more in the herbal section.

Of the 112 herbal pages I just quickly checked, 106 of 112 begin
with a gallows, or 95 percent.  Some of these gallows are
combinations, and three of the six remaining begin with the
character the gallows occurs in combination with.

Also, on 57v, the repeating strings of characters have two forms
of the hooked gallows used interchangeably.
