This reminds me of a study about the genesis of the "Liber Floridus" where
the author re-arranged the quires several times to incorporate new
knowledge. He even added some half-quires - just one (recto+verso) page +
one thin strip for the binding, like this:

So if the VMS has grown over time (the two hands ...) it's content might
have been re-arranged several times. And then maybe the quires are still in
their intended order.

I hope I use the term "quire" in it's proper meaning.
