No, it would not change the frequency of words, that is why also statistics
like Zipf's law do not depend on the agglomeration of strokes into more or
less characters.
The only case where it does matter is when a character is in reality more than
one. An example of this would be the different plumes <'> which some believe
are different characters, but we have discussed this quite a bit in the past.
