As far as I know, there are small jumper switches on the rear side of CDROM case (near the interface cable and power connectors). They could be set (see picture on cdrom's back) so that drive behaves like 'MASTER' or 'SLAVE' on IDE bus. There is also 'CABLE SELECT' position that means that driver masterpiece or slavery is defined automatically, depending on position of drive on interface cable -- first slot is for 'MASTER' and second is for 'SLAVE' (or vice versa, it does not matter). 

If you have hard drive as 'MASTER', cdrom on the same cable can be only 'SLAVE'. If you have an empty IDE slot especially for CDROM, set it to 'MASTER'.

So try to check jumpers.
