I believe Philip Neale has looked into this question, and hit problems
with finding a mechanism for one-way encryption which will produce the
linguistic features of Voynichese (especially with regard to final "m").
There are features of various coding systems which allow us to exclude
them as possibilities because they don't fit the numbers for "Voynichese"
- for instance, a simple transposition system wouldn't produce the same
character frequencies or the repeated words that occur in Voynichese, so
we can rule that out. Using that approach, we could at least produce a
description of the features and constraints that would apply to a one-way
encryption system that could produce Voynichese (though most of these
would be features which it couldn't have!)
If anyone has put together a list of features along these lines, it would
be very interesting to see them, and might help identify fruitful areas
for further research.
