I fully agree, and remember thinking the same when
I transcribed the page.
Note, however, that the 'original' may also have
been the VMS author's draft text rather than
another source MS.
If I remember correctly, the characters Eva-f and
Eva-p, which only occur in first lines of paragraphs,
also occur here in that way only, which would
indicate that they are ornamental, for the
VMs fair copy exclusively.

(but, gallows are not just 'ornamental' in vms design)
Don't see 4 blocks, SEE 8! The _Beginning (gallows) Character_ is the
KEY for THAT (specific) PAGE !!!!
The Gallows are "always" taller than its "pointer characters" - duh!!?
This creates the vms-code (monopoly board style?/ TTT?) encryption.
(but, with a "twist?"/ES-FLIP).
(SWAP (rotate key) Sides etc..)
Note: (in the vms) "scripted _appearing_ lower (non - gallows)
characters" are ALL actually STAND ALONE characters (but are not
connected)!! THAT IS BECUASE THEY ARE _JUST (simply) POINTERS_ TO THE
(1 of 8) KEY AREA(s) YOU ARE (decoding) ON (etc..) *IF* you encounter
another gallows character, you should _change your KEYPAGE_ to match
it etc..
As(e.g.): NOW (on gallows encountered [CharaCter]) "Rotate"/"FLIP"
again &, you have MY side & I have YOURS etc... continue until NEXT
encounter of a "gallows" (1 of 8 key(s)) [chArActer]! <Flip again 180)
etc.. "back on the sides where we started, but with a _different board
now_!
Draft or not, the "_Starting (KEY) gallows_ character", reveals "IT"
All !!! "But, (only en/de/coded) for THAT page ONLY! :-( sorry :-("
ALL pages can be equally DEcoded as above etc.. (per ES assumed-=se=-)
"START" AT THE TOP 'character' (1st gallows), READ LEFT TO RIGHT.
Don't jump into the middle or you will be LOST FOREVER ! :-( (not good
ha.haa - ("IT" gets way), very convoluded then)
GOOD News? This can be done without the(missing?) MASTERKEY CODE PAGES
