 With my spinning wheel theory the glyphs could change due to a change of
 starting point, therefore mapping each character pair combination to a
 different grid in the matrix. The fixing position to restart from could be
 signified by those wierdo glyphs.

 ENCRYPTION. Exactly what you would need for a hoak. As you would be the only
 one that knew the solution and could prove it upon being paid. If you were
 never paid it is sweet revenge. It could drive people mad trying to solve

Acutally if you "follow" the gallows IT IS VERY MUCH A 2 WAY SYSTEM!! 
(that is part of the key!) , but remember to START at the Beginning!
else you can "go nuts" over this (author intended)) 
Don't "spin" until "gallows" tell/say where/so etc..
