I believe it is based on an encryption method developed in France with some
very evil twists applied to the original. I am getting statistics that
verify my assumptions, though these may still be false.

Why England? The idea crossed the channel
http://members.aol.com/mfrankland/cyphers.htm. and was combined with
another. (The other, on the same page, was letter pairing.) AS I mentioned
before it has (!(x^2)) * 2 combinations. BUT IT CAN BE CRACKED. And I now
have the methods to do it.
