According to Steve Ekwall, the 8-glyph Neal key on each page would be used
to rotate the mono-alphabetic cipher used for each part of his key: but the
(I'm presuming pair) cipher contents of each key would remain intact, only
their order would change.
I would therefore be unsurprised if a[1/2] and b[1/2] turn out to be
associated with (say) one side of his "folding key", and that individual
pages tend to remain just on one side.
Speculating further, I'd guess that the two sides (4 code tables each?)
might well have been optimised for two different types of language: and
that the (plaintext) contents of the pages we mark as a[1/2] and b[1/2]
were originally written in those two types of language. That is, plaintext
language --> code mechanism configuration --> code language (ie, an
indirect content-related linkage, rather than a direct content-related
linkage).
For Steve, then, the gallows characters act as the triggers to change
between code tables: so would predict that perhaps the most recent gallows
character encountered on f34v is correlated with the a1/b2 line correlation
observed? Just a thought... :-)

The Gallows ARE "triggers" I thought I said that from day one,
(dumb steve DumB), but I speak ~funny english here~ (i guess (sigh)) -

gallows DO = "Trigger's" now x2)
I'm off to the/a second stage of "lower case characters" which I
believe from (earliar post is "olmirror" \ \\ \\\2 chars.
the / // /// or \ \\ \\\M (c&'e's) endings like GC 89's are the OTHER
HALF of the lower case (_mirrored_) characters. (hopefully)
I've been ~nissing~ 1/2 of the LOWER case KEY all along here (sorry).
ES _never went there_ - just "procedure to UNofld VMS".
MY (current) voynich2 page has the C CC CCC's but those are for
something else!
(per ES).. !
I will update it as soon as I can. (swap c's for \ \\ \\\)
I/we Need 16? (2x8mirrored),(4x4) lower case "glyphs" to fill
(sub-keys) etc. THEY (16) should have _pointS TO>_ value by
positioning.. then they will FIT secondary KEY! (then their shape
will have "points to" value on a TTT 3 3 9 folded board.

I don't have them in _postion(s)_ yet , but I have no reason to doubt
they will not follow the PRIMARY FOLDing (ES's) _positionings_ !!!

note the "8" center in the LOWER HALF of would be the same but
pointing down as does "olmirrors" last line characters (row 7 chrs

anyway the slashes \ \\ \\\(x) are stringing, FLIPPING into place now.
FWIW Thought (I don't know what you said/meant about a[1/2] b[1/2] but
it looks MATH & looks like a 'MIRROR' to me -- so I will ~Smile~ and
just sit back and watch for a while...) The Time is NOW!

THIS IS GOOD (remember?), (nymphs?) 6 are WHITE 6 are BLACK, (all
using ARM signals (like semaphore apparatus), but with the Voynich
"female figures" you _MUST_ include the LEGS!!! that is the OTHER HALF
(the FLIP/Rotate as it were) of KEY!
I wish I could draw "female stick figures in ascii here: ~rats~ they
are both beautiful/flowing & indicative/POINTING to something.
SEE the "Legs", SEE the "Arms" of 'nymphs' P O S I T I O N I N G !!!
