The copyright is not on the document itself (ie the VMS) but the
image. If I take a picture of the Moon you can take your own pictures of
the moon and distribute them as you see fit, but you CANNOT distribute my
picture unless I give specific permission.
If you used the picture to get a scholarly debate on the web as to whether
a certain crater is Tycho or Copernicus I would not take offense. If you
used it as a cover to your new book I would go after you with all I got.
It is important to separate that the VMS is not copyrighted, but the images
may be.
