I would be surprised if one could take those abbreviations to substitute 
straight forward and get something meaningful (it is very tempting to try, 
though). 
Those abbreviations (among thousands in Cappelli) were perhaps used in 
completely different contexts and times (Cappelli also lists dates) and not 
all together.
I just wanted to show, that the character set may not be *that* strange.
The other interesting thing (as already pointed out by many before) is the 
suffixes and prefixes. This seems to correlate with the presence of some vms 
characters at the start and end of words.

Puzzling as always...
