Why not TXT? Actually, XML is pure text unless it uses
character entities but that would make things more complicated
to support those.
BTW: I have just found what seems like what Jacques
was looking for:

It is a simple text editor with many features and good Unicode
support, including combining diacritics and bidirectional
typing. Source code is available (free but they suggest 1 EURO
donation).
There are Linux (SuSE), DOS and Windows (Cygwin) binaries.
I tried the DOS one - which looks very much like MONKEY and
runs fine in W2K DOS box but I could not make it display
Unicode characters (seems to need environment configuration).
