IMO... the encryption system was designed by Cicco Simonetta in Milan (and 
executed by a team of people drawn from his Milanese Chancery) in (say) 
1465-1470 - though the plaintext documents themselves date from 1460-1465. 
I'm also pretty sure where roughly 70% of the plaintexts came from (and who 
wrote them, and why) - and this is all supported by a marvellous proof (but 
one which this margin is too small to contain). :-)

For now, all I'll say is that all the names have been mentioned on-list 
several times, so the theory (if verified) shouldn't really come as a huge 
surprise to anyone here. :-)
