VMs: FQ / Encode programs (don't work)

ENCODE.EXE and FQ.EXE don't work on my Windows ME.
If I try to run them I get: Runtime error 200 at 0002:0095.
I downloaded RTM.exe (got a warning at first) and DPMI16BI.OVL and put them
in my path. It still won't work. Any help?
