I agree with Larry that it would be useful to have some sort of 
"protocol" at least as a guideline.

IMHO, one good thing to include might be this: once a page has been  
translated successfully,  the translator should apply the same technique 
to another, similar looking page (that it has not already been tried 
against), _without making any further tweaks to the system_, to see what 
comes out. If that produces further useable results it would be a strong 
indicator that the system is valid.

As many financial analysts have discovered, it's not that tough to find 
a formula to predict _last_ month's stock prices, but doing it for 
_next_ month's is a real bear. (Or as Yogi Berra put it, "It's hard to 
make predictions, specially about the future.")

Similarly, if the process has to be modified every time you use it, it's 
not really credible.
