Gabriel -- Occam's Razor as applied by Gordon doesn't prove anything, it's just 
a rule of thumb.

You are right is as far as it's impossible to _prove_ that any coded text is 
gibberish. But Gordon wrote about the "economical explanation"; I think he 
meant something along the lines of "common sense would suggest, if it quacks 
like a duck, walks like a duck, and looks like a duck..."
