Yes it is. There are not "set" standards about Roman numerals other than
what was common practice. A smaller numeral - like V - before a larger one
subtracts form the larger one. Then the construct VL is equivalent
to -5+50=45 and it adds to the CC, that is 245.
In practice - because of their cumbersome addition rules, they would use the
much less elegant CCXLV (200-10+50+5=245) simply because XL (40) was more
recognisable than VL - just a question of habit I guess.
