VMs: The barrel theory revisited

Imagine a cylinder with 8 rows by 16 characters with a reference plate
lining up with the cipher letters holding the plaintext alphabet. Gallows
indicate when to turn the cylinder a notch, as each glyph will represent
different plaintext characters on each row. This is very similar to what
Steve Ekwall has suggested, but I feel would be much easier to use.

Can anyone think of any reason why this wouldn't work? I honestly haven't
thought about it much yet.
