I always thought it looked like a barrister's wig: or perhaps an anatomical 
side view of a human brain... though that's probably more to do with the 
(lack of) quality of the images we have.

Whatever it is, it's definitely sitting on the same kind of frilly 
wolkenband as depicted elsewhere in the section. Not that that's helpful, 
mind you. :-o
