In absolute terms, yes: but not in relative terms (ie, when working out in what order layers' of change occurred).


The foliator simply flipped through the top right of the
codex
sitting in front of him happily numbering away without any time spent
unfolding
the folios folded in on themselves or checking to make sure the pages were
in the
right place or the quires were aligned properly, etc...

From the misplaced quire signatures, I think that would be a good description of how the quirator tackled the job - but I don't think it would be fair on the foliator, because he/she did correct the orientation of several of the reversed quires before adding the foliation. :-)
