The right leg is not superfluous, it is a part of  two-legged character, to distinguish it from the 
other, one-legged gallows :-). It had to be dropped down somewhere to make it clear it is the 
two-legged one. Again, there is the analogy with decorative use of "one-legged" gallows: see    f10r 
and f10v - and that their extensions are really only decorative is proven by f14v, were one is accompanied by  a row of dots.
At f10r we can also see the "one-legged" roof covering two words - clearly it was written before they 
were filled in - and we do  not make nothing of it. In that case, you can hardly expect  the leg to fit exactly in between the words - on above  folios we can see  that even one-legged  decoration does not match the length of words either. In two-legged decoration, the  leg was simply dropped down at certain point, and again, that character was finished before the rest was written in.

The right leg of course  belongs to the left leg  - it is even connected to it :-). We may assume that the 
whole character belongs in the place where left leg was started.

Because they do not exist  - there simply are no halves nor split gallows.  Otherwise we would have a 
very little chance to win, actually as little as one-legged man in an a..-kicking contest,
