One explanation that seems plausible to me is that these repetitions
represent a "buffer underrun" on the part of a scribe who is making up
text in real time and momentarily runs out of words. (To see what I
mean, try a bit of "speaking in tongues" and see how quickly you find
yourself repeating).
Of course, the fact that the scribe can write so quickly as to have that
problem could equally well mean either that the text is _completely_
meaningless, or that it is _mostly_ meaningless, for example, because
only one character per word is significant and the rest is window-dressing.
