I admit that I haven't been following Rugg's argument too closely, but
rather than using tables and grilles, could the same algorithm have been
used, say, with decks of cards (maybe three decks, of beginnings,
middles and ends)?
It would be easy to use lots of cards, and a lot easier to shuffle a
deck than to create new grilles or tables. Or am I missing something
(probably)?
