Hm... no so sure what the claim is, but one can easily imagine an artificial 
language in which the words are made from arbitrary constructs but the 
grammar follows an already existing language (if I recall correct, Enochian 
has an underlying English grammar and the so-called 'Martian' [forgot who was 
the lady who spoke it] was French.)

So for instance define "OF" = qoteedy and "THE" = qotedy and you get a lot of 
instances of  qoteedy qotedy in a text which is produced from an English 
plaintext.
