Bear in mind that any cipher (whether verbose or not), 
preserves the order of independent plaintext elements.
 
Hence any property of order within the words of the 
plaintext language will translate through the cipher 
to an equivalent property of order in the ciphertext 
words.

The issue of nulls and fillers makes the picture more 
complicated of course, but does not change this immutable 
fact.
