VMs: Labels

In connection with images, these are mostly apparently labelled, but there
is no strong evidence for cross indexing or referencing using these
labels, though label text doesn't seem to form a separate body of "words"
from body text.  Assuming that indexing or referencing must actually
occur, its apparent absence in apparently coherent body and label text
suggests, contrary to the instincts of many of us, that though a single
scheme of encoding used it doesn't always encode the same material in the
same way.
